Iowa's Crime Victim Assistance Division (CVAD)
Victim Services Grant (VSG) Program

The Victim Services Grant Program provides partial funding and technical assistance to community-based and statewide programs throughout Iowa. The Program funds justice systems and victim service programs. Funded victim service programs provide free and confidential services to persons who are victims of crime.

Victims of Crime Act Assistance funds (VOCA or VA) are awarded to Iowa by the U.S. Department of Justice, Office of Justice Programs, Office for Victims of Crime. The funds come from the federal VOCA Fund that consists entirely of fines and penalties paid by convicted federal criminals. The funds are collected by U.S. Attorney Offices. Violence Against Women Act funds (VAWA or VW) are awarded to Iowa by the U.S. Department of Justice, Office of Justice Programs, Office on Violence Against Women. Congress appropriates the funds annually. Eligibility Requirements, Certified Assurances

Family Violence Prevention and Services Act  funds (FV) are awarded to Iowa by the U.S. Department of Health and Human Services, The Administration for Children and Families, Office of Community Services. Congress appropriates the funds annually.  Eligibility Requirements, Certified Assurances

Iowa Domestic Abuse (DA) funds and Iowa Sexual Abuse (SA) funds include an appropriation from the Iowa Legislature and funds authorized by the Attorney General from the Victim Compensation Fund established in Iowa Code section 915.94. The Victim Compensation Fund consists entirely of fines and penalties paid by convicted criminals. Eligibility Requirements, Certified Assurances

Additional eligiblilty documents:  Debarment Certification and Tobacco Certification. Remember to sign the Certified Assurances with blue ink when submitting your Grant Application. Law enforcement, prosecution and discretionary agencies receiving Violence Against Women (VW) grant funding must complete a Consultation Agreement with local victim service agencies.
