Iowa's Recovery Act (Stimulus) Funds
for Victims of Crime Act (VA) and
Violence Against Women Act (VW)
Iowa Attorney General's Crime Victim Assistance Division (CVAD)Victim Services Support (VSS) Program

The Victim Services Support (VSS) Program provides partial funding and technical assistance to community-based and statewide programs throughout Iowa. The Program funds justice systems and victim service programs. Funded victim service programs provide free and confidential services to persons who are victims of crime. The VSS Program is designated to administer the Iowa’s Recovery Act (Stimulus) Funds for Victims of Crime Act (VA) and Violence Against Women Act (VW).

The main purpose of the Recovery Act funds is to stimulate the economy, preserve and create jobs and to assist those most impacted by the recession. These funds are to be utilized an effort to minimize the reductions in essential services for victims.

The VSS Program is taking applications for the above-mentioned Recovery Act (Stimulus) funds specific to agencies providing services to victims. An original application plus 15 copies are due in the CVAD office by 4:30 pm on Wednesday, April 15, 2009. Download the application documents and certified assurances below.

Application for Recovery Act VA and VW Funding: Click on the following to download the application: Application in Excel, Application Instructions, Application in Microsoft Word, Application Checklist, Funding Priorities, and Federal VW Purpose Areas. The VSS staff recommends using the “Application in Excel” as it automatically totals in various sections, etc.

Certified Assurances: Remember to sign the Certified Assurances with blue ink and submit with your original application. Certification documents: Violence Against Women Certified Assurance , Victims of Crime Act Certified Assurance and Debarment Certification. All applicants must sign the Debarment Certification and the applicable Violence Against Women and/or Victims of Crime Act Certified Assurance. Law enforcement, prosecution, courts and discretionary agencies receiving Violence Against Women (VW) funding must complete a Consultation Agreement with the local domestic and/or sexual abuse victim service agency.

Complete Program Budget Form:
The Complete Program Budget for fiscal Year 2010 (7/1/2009-6/30/10) is due on September 1, 2009. The form will be coming in July 2009. 

Fiscal Claim Vouchers & Spreadsheets:
The Claim Vouchers Forms will be coming in July 2009. This is considered a reimbursement contract. Funded programs are allowed to be reimbursed either monthly or quarterly during the contract period.    

Performance Reports:
Performance Reports are an essential part of communication between programs and VSS Staff. The actual Performance Report forms will be posted to the web page in July 2009. The Recovery Act required quarterly performance reports on the status of the funded programs. Below is a table of the reporting periods and due dates.

Budget Revision Request Form:
Due to the purpose of the Recovery Act funding, all changes in the budget for this funding must be approved by the VSS staff. Please email your completed Budget Revision Request Forms to your primary VSS contact or the Division Accountant. Our office will review within 30 days and notify you regarding approval or denial.
