Iowa's Recovery Act (Stimulus) Funds
for Victims of Crime Act (VA) and
Violence Against Women Act (VW)
Iowa Attorney General's Crime Victim Assistance Division (CVAD)Victim Services Support (VSS) Program

The Victim Services Support (VSS) Program provides partial funding and technical assistance to community-based, system-based, and statewide victim service programs throughout Iowa .  Funded victim service programs provide free and confidential services to persons who are victims of crime. The VSS Program administers the Iowa ’s American Recovery & Reinvestment Act of 2009 (ARRA or Stimulus) Funds from the Victims of Crime Act (VA) and Violence Against Women Act (VW).

The primary purpose of the Stimulus funds is to stimulate the economy, preserve and create jobs, and assist those most impacted by the recession. These funds are used an effort to minimize the reductions in essential services for victims.

The VSS Program has awarded all of the Stimulus funds for agencies providing services except for the funds specific to prosecution.  If you are interested in applying for Stimulus funds specific to prosecution please contact Donna Phillips, Administrator, at 515-281-5044, 1-800-373-5044, or at donna.phillips@ag.state.ia.us

Below are the reporting forms for the Victim Services Support (VSS) Program specific to Stimulus funding. You may download these forms by following the instructions under each form type. Complete Program Budget Form:
The due date for submitting the Complete Program Budget for fiscal Year 2010 (7/1/2009-6/30/10) has passed.  If you have any questions about this, please contact the VSS staff. 

Fiscal Claim Vouchers & Spreadsheets:
Funds distributed under the Stimulus funding are reimbursed as set out in the contract. Funded programs may be reimbursed either monthly or quarterly during the contract period.  Contact any of the staff listed in the table above for hard copies of the forms.

Performance Reports:
Performance Reports are an essential communication between programs and VSS staff. Please click on Performance Report in order to download the quarterly performance report for the Stimulus funding.  The Stimulus Act requires quarterly performance reports on the status of the funded programs. Below is a table of the reporting periods and due dates.

 Budget Revision Request Form:
All changes in your budget related to the Stimulus funds must be approved by the VSS staff. Please email your completed Budget Revision Request Form to your primary VSS contact or the Division Accountant.  The forms will be reviewed within 30 days and you will be notified regarding approval or denial.  Click on the following Budget Revision Request Form in order to download this blank form.  The Budget Revision Request Form does not require a signature.
